- Minnesota partnership focus; specific counties and sites to be agreed.
- Target population
- Proposed focus: individuals and families experiencing homelessness or housing instability, including households in Permanent Supportive Housing. Program eligibility governs enrollment.
- Capacity and launch
- Household capacity, caseloads and start dates to be agreed after staffing and funding review.

- Language arrangements
- Ask about Somali, Spanish, Oromo, English and Amharic. Confirm staffing or interpretation for the proposed scope.
